    Introduction

          Consequent upon the merger of the erstwhile Department of Panchayats and Department of Rural Development into a single Department of Panchayats and Rural Development the  post of District Panchayat Officer Redesignated as District Panchayat & Rural Development Officer (DP& RDO).
Major activities -

 (a) General supervision over administrative, financial functions of Panchayat Samitis and Gram Panchayats within the district and issue suitable directions thereto.

(b)   Disbursement of fund to the 3-tier Panchayats and RD, RWP, Panchayat & Rural Housing Set up at Sub-Divisional Headquarters and Block Headquarters
(c)   Initiate actions and monitor different matters relating to appointment, transfer, etc of employees of Gram Panchayats and of Panchayat Samitis against regular vacancies and assist the respective Appointing authorities and the respective controlling officers of all  staff in all administrative matters concerning these posts.

(d) Establishment matters of all officers arid staff under the administrative control of the Panchayat and Rural Development Department (RD, RWP, Panchayt & Rural Housing Set up) posted at , Sub-Divisional Headquarters and Block Headquarters and assist the respective Appointing authorities and the respective controlling officers of all such officers and staff in all administrative matters concerning these posts.

(e)   Monitor the progress of the audit of accounts of the Panchayat Samitis and Gram Panchayats.
(f)    Assist the District Magistrate and the District Panchayat Election Officer,  in conduct of elections to the 3 tier Panchayats and constitution of Panchayat bodies.

(g)   Monitor Social security schemes NSAP, PROFLAL & AABY at the Panchayat Samiti and Gram Panchayat level.

(h)   Conduct training programmes for the Panchayat functionaries and employees of PRI bodies

 (i)    Exercise, perform or discharge Powers, functions and duties as have been conferred or entrusted upon the District Panchayat and Rural Development Officer.

(j)   ERO’s Office for 290 Mayureswar AC.

(k)  Monitor ISGP Project.

(j)    Any other functions as may be entrusted from time to time by the District Magistrate, the Director, Panchayat and Rural Development or the State Government, Panchayat and Rural Development Department.

Eligibiity Criteria to obtain benefit of Schemes :
(a) Indira Gandhi National Old Age Pension(IGNOAPS): -  (Rs. 400/pm for below 80 & Rs. 1000/pm for 80 & above)
[ BPL Family Member as per RHS Database 2005, Age 60 & above, on the basis of total score, Beneficiary no. fixed for Panchayat Samity]
(b) Indira Gandhi National Widow Pension(IGNWPS) : (Rs. 600/pm )
[Widow member of BPL Family as per RHS Database 2005, Age 40 & above, on the basis of total score, Beneficiary no. fixed for Panchayat Samity ]
(c) Indira Gandhi National Disability Pension(IGNDPS) : (Rs. 600/pm)
[Disable member of BPL Family as per RHS Database 2005, disability 80% for single disability & for multiple disability each 40% and total 80%. Age 18 & above, Beneficiary no. not fixed for Panchayat Samity ]
(d) Indira Gandhi National Family Benefit (NFBS): (Rs. 40,000/ one time)
[in case of death of a primary bread earner of BPL family as per RHS Database 2005. Age on deceased 18 to 59 . Payable to family member]
(e) Provident Fund of Landless Agricultural Labour(PROFLAL) : [for Landless Agricultural Labour of Age 18-59, total maximum land 0.50 acre, Monthly subscription Rs.20/pm , Govt. Contribution Rs. 20/pm]
(f) Aam Aadmi Bima Yojona (AABY) : [Free insurance cover for Landless Agricultural Labour of Age 18-59, total maximum land 0.50 acre, Normal Death benefit Rs. 30000/-, Accidental death benefit Rs. 75000/-, Permanent Partial disability Rs. 37500/, Permanent total disability 75000/-,Scholarship for two child of class IX to XII Rs. 100/pm.]
